Personal Experience
Gregory Clark is originally from Walnut Creek, California. After graduating with a Bachelor of Arts Degree (Cum Laude) in Communications from Brigham Young University, in Provo, Utah, Gregory served as an officer in the United States Marine Corps for 3 years. He then resigned his commission in the Marines to attend law school at the University of Idaho, from which he obtained the degree of Juris Doctorate.
Oil and Gas Experience
Gregory Clark has 16 years of significant and substantive oil and gas experience.
He worked for 3 years with Exxon Company USA negotiating Operating Agreements between oil companies drilling oil and gas wells in Oklahoma, and in negotiating Farmout Agreements between Exxon and other oil companies.
Gregory Clark then spent the next 13 years with Occidental Petroleum Corporation on international oil and gas transactions.
He participated in the negotiation of the Heads of Agreements for Occidental’s operations in Albania and Russia.
Gregory served as Occidental’s Legal Manager in Ecuador for 3 years, developing an oil field located in the Amazon Jungle, which included the drafting and negotiation of all contracts associated with that operation. Gregory was also responsible for overseeing labor law, tax compliance, and all other legal issues affecting Occidental’s local and expatriate personnel in Ecuador.
Given Gregory’s success and experience with the Ecuador operation, Occidental assigned Gregory as Occidental’s lead attorney/negotiator for its initial offshore concession in Qatar and as its in-country Legal Manager in Doha for 7 years, which was Occidental’s most significant foreign oil and gas operation. Subsequently, he was assigned as Occidental’s lead negotiator, vis-à-vis QGPC, for Occidental’s second offshore concession in Qatar.
In Qatar, Gregory served as one of Occidental’s key representatives, vis-à-vis QGPC, on the Contracts, Tender and Executive Management Committees. He was responsible for overseeing the myriad of legal issues confronting Occidental as it launched its start-up operations in Qatar, including but not limited to housing issues, labor law issues, tax compliance, environmental, FCPA issues, internal corporate compliance issues and all other legal issues associated with these activities.
While living in Doha, Qatar, Gregory became Occidental’s Regional Counsel for the Middle East, supervising all legal aspects of Occidental’s operations in Oman, Pakistan, Qatar and Yemen.
Additional International Legal Management Experience
Gregory Clark gained additional international legal management experience by supervising all legal aspects of The Church of Jesus Christ of Latter-day Saints’ operations in Latin America, as follows:
- 4 years living in Mexico City, Mexico – while managing the legal affairs of the LDS Church throughout Mexico, Central America, the Caribbean and the northern countries of South America;
- 4 years living in Lima, Peru – while managing the legal affairs of the LDS Church throughout Spanish-speaking South America;
- 3 years living in Sao Paulo, Brazil – while managing the legal affairs of the LDS Church in Brazil; and
- 3 years living in Santo Domingo, Dominican Republic – while managing the legal affairs of the LDS Church throughout the entire Caribbean Area.
The scope of these legal services included visa, tax, real estate acquisition, construction, labor law, dispute resolution, government relations, FCPA, environmental, intellectual property, criminal law, litigation, management of outside counsel, projects of law, etc.
