Alicia specializes in Energy Law, Petroleum Law, Environmental Law, International Law including maritime law), and Administrative Law. She has over 20 years’ experience as an energy and environmental law legal consultant and has provided expert legal advice to several governments in the Caribbean region and to international organizations. She has served as a legal adviser, consultant and legal researcher on conservation and biodiversity law, multilateral environmental agreements, maritime law, oil and gas law, treaty law, procurement law, to name a few. Alicia has drafted several laws and regulations in the region and conducted several reviews and analysis of technical reports, policy and institutions development planning and facilitating national consultations and training.
Alicia is also an academic and teaches Oil and Gas Law. International Environmental Law, Public International Law and Administrative Law at the University of the West Indies (UWI). She is a graduate of the University of Oxford and the University of Houston. She is the Deputy Dean in the Faculty of Law at the UWI St Augustine Campus in Trinidad and Tobago
